Tekkadan's understaffed Earth branch under Chad prepares for the inauguration ceremony of the Arbrau Defense Forces (ADF). However, the chaos ensues when a bomb explodes in Makanai's office, with Chad and the Prime Minister are seriously injured.

With taking over as a commander, Takaki was difficulty to handling his fellow Human Debris comrades, who are out to seek for revenge. It is revealed that Radice had betrayed Tekkadan by leaking the security information to Galan Mossa, who is later assigned as the head of the Arbrau Defense Forces and is revealed to have connections with Rustall Elion.

As tensions rise between Arbrau and the SAU after the bombing, the SAU request McGillis and his command to arbitrate on their behalf. As a war between Arbrau and the SAU is imminent, Orga orders Mikazuki, Eugene, and Akihiro to immediately depart for Earth, with Kudelia joining them.
