Highlights:
Prior to the examination, a meeting was held to determine the type of testing that would be involved. They realized that there was a large gap between All Might and Endeavor as far as strength and charisma were concerned. To fill that gap, they wanted to produce an army of heroes with a strong sense of unity.
Back at the licensing exam, the 2nd core is underway. Rescuing people who were in a large-scale terrorist attack and dealing with the villains behind the attack. Gang Orca and his flunkies suddenly attack. What will the students do, "Fight or Protect!?"
For the 2nd test, everyone starts off with a certain number of points, and then they are graded based on how many they lose. H.U.C. evaluates whether or not they are acting properly in their rescue and whether or not you've put yourself in a position to best use your own quirk. Examinees fail when their total score falls below fifty points.
Orca and his gang are heading towards the first-aid station! Shindo races ahead and uses his vibrate quirk to crumble the ground beneath them, but Orca manages to take the boy out of commission with his ultrasonic wave attack that can paralyze.
Todoroki tries using a surprise ice attack, but Orca sees it coming. Yoarashi show up, but he and Todoroki do not play nice together. Yoarashi had a bad experience with both Endeavor and Todoroki and won't accept them as heroes. Their argument almost leads to injuring the incapacitated Shindo, but Midoriya grabs him just in time.
When Orca manages to incapacitate both boys, the two realize what they have done and try working together with wind and fire to create a spiral of flame and trap Gang Orca. However, he's brought water to keep himself from drying out. Just when he's about to grab Todoroki, Midoriya does his smash kick and stops him. The exam ends right after the kick as everyone has been evacuated.
All hundred students wait outside until the names of those who passed are posted. Izuku nervously looks for his name. Did he pass?
